work out the details as to how the ship is to be fitted

and later, when the ship has been so fitted, to work

out a Scheme of Defence. All this incurs hours of work,

most of it away from the office, during which routine

work accumulates which frequently has to be dealt without

of office hours.

It is in my opinion essential, observing how

very casually the Prevention of Piracy Regulations appear

to be carried out by many ships' Officers (more in neglect

than in observance) that the Assistant Harbour Master should

be able frequently to visit ships thus fitted out in order to see that discipline is being kept up to the mark and that the Regulations are being properly carried out. At present the pressure of office work does not afford him the time

to do so and therefore there is practically no supervision

which I consider to be so very necessary.

migration. Work in this connection is done by

the 2nd. Boarding Officer and although the work is most

satisfactorily perfomed I feel there should be super-

vision by a Senior Officer which at present is not possible.

6. The Government mooring plant in this Harbour is extremely valuable and increased supervision over its upkeep is desirable.

On 1st. January 1925 the entire control of the Slipway and yard at Yaumati is assumed by this Department and from that date this Department will be responsible for the upkeep of all the Police Launches. One of the Assistant Surveyors will be ut in charge but he will have other duties. In addition it is necessary that supervision by a Senior Officer should be available.
